Always try a different known good power supply. Try wiggling the ATX cable too, sometimes (EVGA!!!) does this. Depends on the card. A lot of cards these days the fan(s) don't spin until the card hits a certain temperature. My RX 570 is one of those where the fans don't spin up until the card gets of 50°C or so.... That's normal with modern components, it's the same with my Desktop graphics card, desktop PSU, and Laptop, NAS box. All are triggered at. O try to use a different power strip. Just verifying that a system speaker is connected to the mobo. See p.1-21 of the user manual see "speaker" header pin connection. You need to get 1 beep to prove that it has passed POST. If no beeps and the system speaker is connected properly it is not passing POST. Try clearing the RTC RAM see p.1-11 in the manual.
